You don't technically have to fight the last province Toimuro (11 on the image above), but if you want to negotiate that you have to fully take province 10 Hiromaguchi and get the final 4 units before negotiating any Toimuro sectors.īy fighting the first two provinces you will trigget a side quest where you can get 4 Bazooka Team, which will make fighting of provinces easier. With that said, if you want the most units you need to make sure you fight the first two and last two provinces. If you do a different order the quests below will be in a different order, but you will still get the same quests. Above you will find my suggested scouting and acquiring order, but you can pretty much take provinces in whatever order you want.
